Application Timeline

Purpose
COMPAS supports art organizations that reach new audiences and expose people to the arts. The arts play an ever-expanding role in strengthening the cultural fabric of society, developing individual potential, and building bridges to better understanding our own culture as well as others.

The Medtronic Arts Access Program seeks to enhance the vitality of the Twin Cities community through support of programs of community-based organizations that promote cross-cultural understanding and increase access to the arts, particularly among community members whose access is limited.

Examples of proposals that might be considered include:
• School outreach programs in the arts;
• Artist in residence programs (other than COMPAS residencies);
• Family centered art programs;
• Art mentoring programs.

GENERAL CRITERIA/FUNDING POLICIES
• All proposed activities must occur within the seven-county Twin Cities metropolitan area (Anoka, Dakota, Hennepin, Ramsey, Scott, Washington, Wright).
• Organizations must be 501©(3) nonprofit organizations registered with the IRS.
• Organizations that receive other Medtronic Foundation funding in the same fiscal year (2008-09) are not eligible.
• The maximum grant will be $10,000.
• Grants will be for a single year.
• Medtronic Arts Access Program supports project-related expenses only (artists’ fees, transportation, project administration, etc.)
• Applicant organizations may submit no more than one proposal.

Grants will not support:
• Capital improvements, mortgage payments, property purchases, building construction;
• Deficit financing;
• Administrative costs unrelated to the project supported by the grant;
• Fundraising events;
• Projects which result in lobbying for particular legislation, promoting of a particular religious belief, are discriminatory, or in any way that violate federal, state or local laws.

COMPAS reserves the right to reject proposals that are incomplete, illegible, or not submitted in accordance with the application instructions. COMPAS is not responsible for loss or damage to application materials due to shipping. Electronic mail or faxed materials will not be accepted. After submitting an application it is the responsibility of the organization to verify that proposal was received (call 651-292-3249). COMPAS staff will notify applicants of funding decisions following the committee's action. However, if applicants do not hear from COMPAS regarding decisions, applicants are strongly encouraged to contact COMPAS regarding their proposal.

REVIEW CRITERIA
• Artistic merit/quality of proposed project
• Organization's history of producing similar/comparable art activities
• Need for project in the community
• Project's potential to effectively increase access to the arts among socio-economically disadvantaged community members
• Ability of organization to effectively carry out the project
• Budget
• Project's potential to increase cross-cultural understanding
• Additional consideration will be given to organizations with active involvement of Medtronic employees, organizations with programs in Anoka County (Medtronic headquarters), and organizations that have received support from the Medtronic Foundation in the past.

REVIEW PROCEDURES
• A community review panel comprised of community leaders, artists and arts administrators will review proposals and recommend grant awards on the basis of these criteria:
The Medtronic Foundation will have the final approval of recommended awards and reserves the right to make funding decisions independent of the community review panel.

APPLICATION TIMELINE
Application deadline is 4:00 PM, July 31, 2008.
Announcement of grants approximately 16 weeks of application deadline.
