Proposals that meet some of the following criteria are more likely to be considered:
• Enhance school curricula through the arts
• Have potential to improve student achievement
• Help students meet graduation standards
• Increase or sustain student participation in the arts
• Bring art to schools or schools to art
• Approach community outreach in new ways
• Reach underserved communities, whether ethnic or geographic
• Raise awareness of ethnic cultures and/or cultural issues
• Bridge two or more ethnic communities
3M Awards will not support:
• General operating
• Economic development
• Innovations that have been used by the applicant for more than 2 years, unless original innovation is being enhanced or broadened
• Capital improvements
ELIGIBILITY
• The 12-county Twin Cities metro area and western Wisconsin, including 3M communities in outstate Minnesota.
Priority will be given to the East Metro area including Pierce, Polk, and St. Croix Counties in Wisconsin, and Minnesota communities where 3M has operations in Alexandria, Fairmont, Hutchinson, New Ulm, Park Rapids, and Staples.
• Annual operating budget under $500,000
• No 3M funding in current fiscal year
• Organization is at least 3 years old
•501 (c) (3) status
Requests up to $5,000 will be considered for single year grants. Multiple year grants of up to $5,000 per year, for three years, will also be considered for projects with very strong multiple year plans. Organizations may NOT be considered for both multiple year and single year grants. New applicants can request a preview of their application. Staff will preview applications prior to submission and make suggestions.

• Will the methods meet the goals and objectives?
The "innovation"
• Is it new to the organization and unique, creative or cutting edge in the field of arts programming, outreach, education, etc.?
• Is it new to the organization within the last two years?
• What will the innovation address?
Outcomes - will the project
• encourage student learning?
• raise awareness of cultural issues?
• reach underserved communities?
• add value to the organization and/or the community?
• bridge two or more ethnic communities?
• meet prioritized criteria?
Budget
• Does the budget address the stated need?
• Is it reasonable, well thought out?

REVIEW PROCEDURES
• A community panel will review the proposals and select the awards.
• The community panel will include 3M staff, artists, arts administrators, community leaders, and the COMPAS Grant Allocations Director.
• 3M will review the final awards identified by the selection committee. This is a competitive award process, so applicants who fit the criteria may still not receive funding.

APPLICATION TIMELINE
Funds will be awarded for FY 2009 projects (July 1, 2008 to July 1, 2009).
Decisions will be announced within approximately 90 days of application deadline. Programs that end before decisions are made will be ineligible for funding.
Applications must be received at COMPAS United Arts by 4:00 OR postmarked by March 28, 2008.
